Windows 8 - not able to access 'Change PC settings'; Unable to create a user profile. Store/Start menu does not work.

Recently, I'm stuck with these issues:

1. not able to access 'Change PC settings' - when I click on it nothing happens.

2 start menu/Store does not work - I am using the profile of the user admin Start Menu is a blank blue screen with just the user name appears at the top right. Store is completely scratched too.

While the guest user has all the tiles in Start menu/store.

3. cannot create a user profile - I wanted to try to create a new user profile and check if the store is working properly. When I click on 'Add a new user in the laptop settings' nothing happens.

I tried the system restore, but it does not solve all of the above. Is there any solution to these problems without having to reinstall Win 8? I don't have the installation discs.

You can use the restore or refresh options without going in the settings of the PC.  Read the instructions carefully, it says:

If you can't identify, or use laptop settings app, you can access these rather safe mode options. On the login screen, click on the power icon, and then hold down the SHIFT key on the keyboard while you click on restart. Now keep update until the next screen appears.

    Let me soce entry details:

    1. all computers need to have at least one administrator account. It will not work without it.
    It does NOT, however, create a profile For YOU defaultAdmin. It belongs to the user or the owner to create and decide who is Admin, and who is a regular user.
    2. even an admin account will not get to install and change the settings automatically. UAC (user account control) always appears to ask for confirmation of the task by clicking on continue, or by typing the admin password.
    3 be the main user is not to be an administrator. It is up to the user/owner of the computer to be configured as such.
    That said, now my question... How do you know that you're not an admin?

    Start button > Search box, type services.msc >enter key > scroll to find
    Desktop Windows Manager Session Manager. Under status, it must bestarted. Under Type of Stratup, it should be Automatic.
    Scroll to THEMES. Under status, it must be started. Under Startup Type, it should beAutomatic.
    If they are not, RIGHT click on them, make changes on the next window.
    Click OK when finished.

    This error can occur if the group policy setting "do not connect to users with temporary profiles" is configured.

    Try to connect to your computer from another user account and follow the steps listed in the article below.

  • Windows 7 won't let me change the settings to import images

    I hope someone can help with this one!

    When I try to import images using Auto play "Import pictures and videos using windows" dialogue opens that gives me the choice of 'Mark' photos. The import settings"(in blue) shows also available to change the import settings but when I click it nothing happens? Out of curiosity I went to profiles, my partner profile has attempted to do the same thing and when I clicked on the "import setting" a new dialog box open for inviting me to make changes, I tried. So my question is:

    Why does Windows 7 let me not change my own profile import settings, and how do I reset the import settings?
    I have searched questions and knowledge base but cannot find an answer to my specific problem.

    I suggest to create a new user account and check. If it works in a new user account, then probably your user account have been damaged and would need a fix.

    These methods should help for Windows 7 or Vista.

    References to Vista also apply to Windows 7.

    You can try to fix it with Safe Mode - repeatedly press F8 as you bootup. The ADMIN account in trunk
    Mode has no default password (unless someone has changed the password so it should be available).

    Some programs such as the updated Google (if you added the toolbar Google, Chrome or Google Earth)
    has been known to cause this problem.

    You can access Mode safe? Repeatedly press F8 as you start? If yes you can try Control Panel - device
    Manager - graphics card - Double click on - driver tab - click on UPDATE driver - then right click
    on devices and UNINSTALL - REBOOT.

    Another method to try to get to the desktop (try in normal Windows Mode without failure)
    CTRL + ALT + DELETE and on the tab process EXPLORER.exe and COMPLETE the PROCESS on this subject - then
    on the Applications tab - lower right - new task - type in EXPLORER.exe. Safe mode is reached
    by tapping F8 as you start several times.

    Black screen problems are extremely difficult to repair and all patch is usually on a base hit or miss.
    That there is no information on a black screen as it is on a blue screen just adds to the
    Difficulty. Often using a restore point or Startup Repair will have no effect. You can try a
    Google to see the proposed repairs, whom some have worked however these cover a wide
    field efforts.

    You have a Vista disk? You can try restoring the system to it. If you do not have your system disks
    manufacturer will sell them at low prices. Or try in safe mode if you can get there.

    You can try an In-Place Upgrade (hopefully save programs and data) or a repair installation (if all goes well
    saves the data, and you need to reinstall the programs). Be sure to do a good backup or three.

    My PC (Dell desktop running Windows 8 Pro, updated since Windows 7) has been having all sorts of problems lately, so I wanted to do a refresh. I opens the settings menu in the sidebar, click on "Change PC settings" at the bottom and nothing happens. I really need to access this menu, but it seems inaccessible.

    Perhaps related to this problem, my Start Menu of Metro is now completely empty. There are no icons. I have no idea of what is happened (I don't use the Metro interface much so I don't know how long this has happened).

    Restore from an earlier point is not an option since the only restore point is earlier this afternoon, for some reason any.

    This suggestion about creating a different user account to test the functionality of the laptop settings is a good, I think. Initially, I had no problem to access the settings of the PC since I created the non-administrator user account. Somewhere along the line - because of the upgrade, app software installation... who knows?-I lost access to that account, but was still able to access it from the administrator account.

    Have not yet tried your clean boot procedure, but who will give a go too. Thank you.
