Windows app will not acknowledge receipt of my password

I'm able to use a password to connect to my computer.  However, when I enter an app, it requires a password.  I enter a password and it fails to identify you.  I can press the Cancel button and still access the application, although the software tells me that I am not connected.  I also have a message "your account has been locked because there has been too many attempts to login with an incorrect e-mail address or password."  I have tried countless times to reset my password, and whenever she does not recognize the new created password.  I put my problem to Microsoft technical support.  They suggested that I'm going to Outlook.com and check my account, I did and was able to pull up the site with my email.  When I go to my email application and try to reinstall outlook.com, it won't let me access the outlook mailbox because I can not do without the password.  Another thing, I had agreed to upgrade to 8.1 windows and my computer went through the process of downloading the software.  When it came time to recognize the software download, he held my login and my password.  It didn't, so I had to not accept it and he reinstalled windows 8.  Can anyone help?

    OK, finally solved.

    I uninstalled what is called "Windows Live ID Sign - in Assistant", as well as the usual games of .NET, MS for Windows - LIVE and games for Windows Marketplace Client, then ran a registry cleaner (I used CCleaner, which is free) and restarted.
    I then reinstalled GWL from MS. site

    Rename the OOBE OOBE_old folder location:

    Win 7 64 bit: C:\Program Files (x 86) \Common Files\Adobe\

    Delete the opm.db file located in C:\Users\\AppData\Local\Adobe\OOBE

    Then try again to install MAA, it should install without any problems.

    Settings - general - storage - Storage - find the app - delete

    Do a forced reboot - after all open applications using the app Chooser - invoked by fast double pressing the home button and drag upwards on each app until it disappears from the screen.
