  the utility tells me I have no decoder... the only thing I can think is that if I actually deleted it...   The DVD is encoded for a different region. Most DVD readers only works with DVDs that are coded for the computer was purchased in the same region. So if you buy a DVD in one country and then try to play on one computer from another country this DVD could not play.

  Step 1:

  Make sure that the DVD region is set to the appropriate region:

  a. Click Start.

  (b) in the search box, type Device Manager.

  c. right-click on the DVD drive.

  d. right-click on it and select Properties.

  e. make sure that the region will be resolved.
