Windows Vista Service Pack 2 (KB948465) __Won can't install

The windows service pack will not be installed.  I'm the turbo tax 2009 and it will not work without this update.  I try to install the update, but he says it's installed, but has not installed in more than half an hour.  The trueearnings States icon which is is whatever it's over.  What should I do so that he can install so I can run the turbo tax program?

    Applications, (Norton and McAfee) are notorious for not not upgrade (or uninstalling) itself.

    [You may want to print these instructions for reference offline. If a step said to reboot, reboot.]

    1. download the Norton Removal Tool, save it to your desktop: ftp://ftp.symantec.com/public/english_us_canada/removal_tools/Norton_Removal_Tool.exe

    1B. download the tool McAfee Consumer Product Removal, save it to your desktop: http://download.mcafee.com/products/licensed/cust_support_patches/MCPR.exe

    2. close all open applications (that is, anything with an icon on the taskbar).

    3. After completing some you have a copy of your handy product key, uninstall all Norton software (including LiveUpdate and everything Norton Add ons) via Control Panel | Programs | Uninstall a program (or Control Panel |) Programs and features, if you are using the classic view).

    4 IMPORTANT! -Online activate Windows Firewall immediately after the restart.

    NB: Now you're "working without a net": no to ANYTHING else online (e.g., navigation, reading e-mail, chat) until you have completed step #7 below!

    5. right click on the file that you saved in step # 1 above and select run as administrator.  DO TAP not your keyboard until the race ends, then restart.

    9. open Internet Explorer (only) to http://support.microsoft.com/kb/971058 & run it in DEFAULT and modes difficulty then AGGRESSIVE. [1]

    10. restart once again & test.

    It can cause minor problems during the installation of updates (honestly what OS doesn't?). But its better to deal with minor problems (which can be fixed) after the installation of updates, as the face of the problems otherwise.

    Click Start > right click on computer > left click on properties > see if you have Vista 32 bit or Vista 64-bit installed.

    Security update for Windows Vista (KB977165) and Service Pack 2 (KB948465) both continue to update on my computer. I have a Dell E521 with Vista Home Premium 32 bit. I have automatic updates selected. SP2 first updated in June 2009, then once again in the OCT, twice in November and twice in December, and now 3 times here in March, sometimes it is updated twice in the same day. It's 90% success every time. The security update (KB977165) is essentially the same thing. He began successfully updated 9 March 2010 and did all day (literally) since then, except for 2 days. A couple of times more than once a day.

    I have no service Pack3 (not sure if I should, but I've not offered if it is available). This constant update becomes boring. What should do?
