  I am running Windows Mail on Microsoft Windows Vista Home Premium SP2 on a PC HP for ~ 5 years. Our ISP is SBC (AT & T - Uverse) in California, 12 MB/ch wired high-speed Internet.   Try to update the BIOS, Power Manager, power management driver and see if it stops at 90% load.
