  Hi, not Toshiba Italy news but I found a Toshiba authorized service workshop that may solve this problem. It seems that, beyond other speculations, the problem may be issued by the fuse of power mainboard (read this answer interesting of maxtek73 [http://forums.toshiba.com/t5/Batteries-and-Power/My-Toshiba-Satellite-Laptop-Will-Not-Turn-On/m-p/584008#M11147] at the end of the post). It seems reasonable. In fact, keyboard, dvd player, charge battery, hd, and cooling fan are powered by the motherboard. It seems that there is not enough current to pass initial tests before POST. This could explain why the cooling fan trying to run at maximum speed, but he can't.
