  I solved this problem by clicking the 3 horizontal bars (open the Menu) at the top right of the screen, then clicking on "Menu bar" in the options presented. All of a sudden my bar of task and the toolbar appears on the screen and remained.

  Safe mode is essentially Windows running with the bare minimum of starting programs and processes... so if safe mode behaves correctly but normal isn't, this suggests that there is a nonessential program or process that normally runs at startup which is interefering or cause this problem.  The general approach to finding and fixing this problem is a tedious process and iterative where you use "msconfig" to disable processes that run at startup in groups (reset after each iteration) until you narrow in on one that is causing your problem.  The whole process is described in the following article:

  FWIW, there is also an equivalent to msconfig program called "AutoRuns" that is provided as freeware from Microsoft

  PS: Sometimes you can get these bar of tasks & icons appear at the request by typing "Ctrl-Alt-Del" to bring up the Manager tasks.  Once the Task Manager is running, select the file-> new task, and then type in "explorer".

  Yesterday I sat in front of my computer at work and I got a white screen.  I restarted my computer, and the only thing that popped up was my Documents box.  I still have all my files have and can access internet and other files, including the control panel but I have to perform every time that of the function CTRL + ALT + DELETE and to run explorer.exe to get my bar of tasks and the menu back start.

  What can I do to ensure that the taskbar and start menu appear each time that I reboot?  This just happened out of the blue.  Don't install any software.  Could we have a Windows update that changed that?  I tried to go back and restore one day last week, but that has not solved the problem.

  You may have set the taskbar to auto hide, check the settings below:
  a. Click Start and select Control Panel.

  If you don't see the tabs in the Task Manager, then that means it works in 'tiny footprint mode' (sometimes referred to as 'Kiosk mode' or 'format') which does not show the legs or the menus above. Then I tried opening 'gpedit.msc' and checking if "Disable the taskbar thumbnails" is enabled or disabled. He showed "not configured", so I changed to disabled and restarted my laptop. Yet once, IT did NOT WORK for ME.  So I thought to post this question myself.

  Please if anyone has the solution to work, help me. Its quite difficult to work without a preview when you need to keep switching between different tasks.
