  The CEC_MAIN. EXE is part of the Camera Assistant software. The file, you will find on C:\Program Camera Assistant Software for Toshiba.

  I think that the software will be blocked by the firewall in Kaspersky. So allow the CEC_MAIN. EXE in the software and then the problem should be solved.

  I see there is that the antivirus installed on the computer could not detect infections. To ensure that the computer is clean, we can run a thorough scan using Windows Defender in offline mode.

  I suggest to download Windows Defender Beta offline to a flash drive, CD, DVD or USB and then perform the steps.

  Maybe there is a problem with SQL Developer, being able to write to the network share of desktop directory.  Add the following to your sqldeveloper.conf file to force the settings of the user to store locally also:

  AddVMOption - Dide.user.dir = some_local_dir_to_own_system4.0.3.16.84
