  I recently added Dell Dock. Shortcuts added were on the quay and on the desktop. When I tried to delete the desktop shortcuts, I received the following message:

  Try to remove these in safe mode shortcut icons. Follow the steps on how to start in safe mode.

  Note: Try to remove the icons from your account in case of connection failure to the account administrator in safe mode go the c:\users\username\desktop location and try to remove it from there.

  Another step you can try is to create a new user account in Control Panel > user accounts. Open a session in the new account go to c:\users\username\desktop location and try to delete from there.

The semi-randomly-named folder inside contains your old settings, which some have been preserved in the refresh (such as bookmarks) and some are only in this folder. If you have not noticed something important missing, you can remove the folder, but I suggest allowing a few weeks because you will not notice the loss immediately.
