  You have corruption of dbx files.

  Spend most of your messages out of the Inbox, if you can and move the messages you want to record off deleted items, and sent items. Locate the OE message store and then close OE.

  Tools | Options | Maintenance | Store folder will reveal the location of your Outlook Express files. Note the location and navigate on it in Explorer Windows or, copy and paste in start | Run.

  In Windows XP, Win2K & Win2K3 the OE user files (DBX and WAB) are by default marked as hidden. To view these files in Windows Explorer, you must enable Show hidden files and folders under start | Control Panel | Folder Options icon | Opinion, or in Windows Explorer. Tools | Folder options | View.

  With OE closed, find the Deleted Items.dbx and Sent Items.dbx files and delete them. New files will be created automatically when you open OE.

  Compact all folders as described below.

  To avoid this in the future:

  Do not archive mail in the receipt or sent items box. Create your own user-defined folders and move messages you want to put in them. Empty the deleted items folder daily. Although the dbx files have a theoretical capacity of 2 GB, I recommend all a 300 MB max for less risk of corruption.

  Looks like you may have a virus or other malware. Get your updated antivirus program and boot into Safe Mode.   Well, I tried this and I've had some success. I stopped getting the message "you need administrator permission", and instead he traded in the ' cannot delete files: access is denied "or something like that.
