Cannot upgrade Photoshop (Windows updates required)

I am trying to install the latest versions of Photoshop and animate on Windows 7, but both fail.  I installed the latest Windows updates and rebooted my computer, but I still get this error.  (I do this via Creative Cloud).

The latest version still works on Windows 7?

    I currently have problems to connect to Windows Update. I can't connect to the site at all and is the "this page cannot be displayed" whenever I try to open it. When you try to update Microsoft Security Essentials, I get error 0x80072EFE. I have already reset Windows Update by the fix in default and in aggressive mode with nothing doesn't.

    EDIT: I also ran several different viruses, malware, and trojan scanners so I'm probably clean them.

    PART A: Applications, (Norton and McAfee) are known to not uninstall (or upgraded) themselves.

    I tried the method, but it has not fixed the problem.

    With respect to method 2, I bought the laptop with Windows 8 by-installed, so no DVD with the software.  I made contact with the distributor of the computer (Samsung), but the first reaction was to get a new version of Windows 8.1 and as they say, the unique language of Windows 8, which has been installed, although the real is a 'gift' and therefore they cannot provide the DVD.  I contacted both Microsoft and there response also had to buy a new license.  I can not fully used this problem as the update seems to be 'corrupted '.

    I noticed that the Proxy has been set to auto detect the Proxy settings.  I turned it off and some of the patches installed.  However, most hotfixes do not install and the same issue occur when trying to install.

    I always do if something goes wrong.

    Backup of personal data (which none should be considered 100% reliable at this point) then do a format and clean install of Windows.  Please note that a repair installation (upgrade AKA on-site) will NOT fix it!

You can eliminate the problem promptly Admin here by clicking on change settings in the sidebar and check the box that allow all users to install updates on this computer.
