  1. click on Start, type services.msc in the Search text box, and then click services.msc in the list programs. If you are prompted for an administrator password or a confirmation, type the password, or click continue.

  2. double-click on Background Intelligent Transfer Service.

  3. If the starting state lists Stopped, click Start , and then click OK.

  4. double-click on Windows Update.

  5. If the starting state lists Stopped, click Start , and then click OK.

  6. double-click on my computer.

  7. If the starting state lists Stopped, click Start , and then click OK.

  8. close the Services window and try to install the updates again.

  You can try to uncheck and recheck the option of .net framework and install the update.

  a. Click Start, and click Control Panel.

  b. navigate to the program and features.

  c. scroll to the bottom for the Microsoft.Net Framework.

  d. uncheck the option for .net framework

  e. restart the computer.

  After the computer restarts, repeat the steps above and check the option for .net framework and restart the computer.

  Well looking at the log you've posted, I came across this article:

  This installation is forbidden by system policy. Contact your system administrator.

  So it seems that if your system has a software restriction policy installs.  You need to contact your IT Department. to learn about the changes to the policy will be to install Silverlight.

  Reinstall .NET Framework 1.1
  Download and install. NET Framework 1.1 Service Pack 1

  There are many causes of Code 39 errors:
