  I did all the steps in this entire thread and no solution (good ideas, but no solution).   1. what anti-virus software do you use?

  2. what web browser do you use?

  If you use Internet Explore then you can try the methods provided.

  This problem may occur if the downloaded file is not enabled in Internet Explorer or if antivirus software is blocking the download.

  Method 1:
  I suggest to activate the download of the file in Internet Explorer and check to see if it helps.
