Firewall was turned off while I installed El Capitan on start-up level

I deleted my 'Macintosh HD' on start-up level and downloaded and installed El Capitan newly - I'm discontent with the fact that the Firewall while downloading to OS X and the installation has been 'disabled' = off. -This seems uncertain and dangerous.

I would like to have the firewall 'ON' during the download of Mac OS X and in the new facility. - This is a feature Apple needs to provide me with on their servers?

How can I make my Mac to get the ONE firewall in the new OS X download on startup and level when installing new following of El Capitan?

If you do download behind a NAT router (all routers are NAT) and no one suspects is also connected to the network, then a firewall is not required because the NAT is really a firewall to the outside.

If your camera allows, you may be able to get away with a removable external disk to complete the installation, but you need to replace the internal drive not working in both cases.
