Firewall Windows simply won't turn on

I have a Toshiba Satellite L505-LS5006, and it is currently running Windows 7 Home Premium. I tried to allow a program through windows firewall and I have to update the firewall settings with a button that reads: "use recommended settings". When I click on it, an hourglass appears, but it does nothing and firewall gives the error 0x6D9 code. I checked to see if the service was run by typing 'Services' in the start menu, but the service is stopped and cannot be restarted, continuous errors when I click on 'start '. I also notced that the pilot "authoritative Firewall" is missing. What can I do that does not involve buying and reinstalling windows?

Follow these instructions to fix the Windows Firewall:
Download and install Windows Repair:
When the repair of Windows opens, click on the tab to start repairs, click Start. Uncheck all boxes except for the following:
-Reset the registry permissions
-Reset the permissions of files
-WMI repair
-Repair Windows Firewall
Then click Start. Once it is finished, restart your computer. Let us know if this helps you.

    (1) you have a third-party security software installed?
    This could be due to that... What are the analyses of different viruses that you already have... It may be a product of firewall or security of third parties that interfere the windows firewall, disable one by one your security scanners and try for windows firewall

    (2)if you do not have these installed firewall products, this could be due to malicious software or some other problem...

    If you have an antivirus up to date solution its definitions and do a full scan of the system...

    If you do not have an antivirus solution, or one does not work, use one of the recommended tools (use only one at a time)

    If you need search malware here's my recommendations - they will allow you to
    scrutiny and the withdrawal without ending up with a load of spyware programs running
    resident who can cause as many questions as the malware and may be more difficult to detect as the
    cause.

    No one program cannot be used to detect and remove any malware. Added that often easy
    to detect malicious software often comes with a much harder to detect and remove the payload. Then

    What antivirus do you use? Windows Defender is not necessary if you use AVG, Microsoft Security Essentials, Norton or McAfee. These AV programs have their own antispyware component builtin and allows you to disable Windows Defender by design.

    If you have the following AV, antivirus, programs installed, close your Windows Defender. Purpose of these AVs have their own advocates. 2 defenders on the same machine will create conflicts.
    Bottom line: it is normal if you have installed following AVS.

    If you don't have AV programs above, here's how to restart Windows Defender:

    MSE automatically stop Windows Defender because he has the same properties. If you have a virus and it does not remove MSE, WD will not.

"  Error code: 0 x 80070424. I used diagnose and automatically fix problems of Windows Firewall service (Microsoft fix it)... I ran the program and after troubleshooting had finished, he said that 2 problems have been detected:
    1. Windows could not start the windows firewall.
    2. Windows firewall service is not started.
    None of them have been set.

    I have mcafee antivirus more and everything works on it except for the firewall, when I try to turn on it turns itself after 2 seconds. My computer does not turn off, and it seems to work really slow and just do worse. I'm not sure what I'm supposed to do, but I read on a few other sites that it is a virus, but didn't know if I should trust the websites so I do not download anything.     Note: Please make sure that you enable the antivirus software after the test to keep your computer protected.
