Cannot run the sfc/scannow because of administrator rights

Logged in as administrator, I tried to do a sfc/scannow. I denied my privilege to administrator in normal mode. So, I disconnected then connected to the Internet in Safe Mode and try from there. I was able to do the analysis. I found tons of "Ignore duplicate files" in the CBS. Newspaper.
My first question is, why me I refused the privilege to do the scan in normal Mode using my administrator. privileges?
Second question, which means 'Ignoring duplicate files' and why are there so many of them in convertible bonds. Open a session? These files are from winsxs, System32, SysWOW64, Program Files and many others.

I just got this laptop barely two weeks played WMP and had it pinned to the taskbar, but I have this marking, then evil.
