This may be because of some problems with creative cloud sync,

However, you can do the below mentioned steps that may solve your problem.

(1) delete the files "MBLStore" and "OOBE" found in

on Mac: / Library/Application Support/Adobe

Windows XP: Settings\Application Adobe application

on Windows 7: \AppData\Local\Adobe

(2) and delete the folder "AdobeMuse" in

on Mac: /Library/Preferences

Windows XP: \Local

on Windows 7: \AppData\Roaming

Then launch Muse. It will go through the first launch experience to ask for the language of the INTERFACE, AdobeID, etc..
