I don't know what model of laptop you have exactly, but in most cases, this short workaround might be useful to solve the problems of starting time:

Remove the AC adapter and the battery.
Power button press and hold long 30-60 sec
Now connect the battery and the AC adapter and try turning on the device...

    Have you tried to change in Power Options?

    See screenshot and try to change the ones I marked (it can refresh the settings, just change the values) and see if this solves the problem.
