  We worked through this issue since a year pretty much and during this period, we have migrated to a new Mac OS X Server 10.9.5 and until CC14 and we still have this error randomly with our Photoshop users.   I have Norton.  Disable the Tamper Protection works.  I also noticed that since the G: drive was a portable hard drive, System Restore wanted to exercise oversight.  He wants to monitor all hard drives.  Turn on external and portable hard disks prevents tracking system restore changes to the readers.  I don't think anyone would have the system restore review external drives anyway.  It is not necessary.

  I have restored all of the changes made by Advanced System Care 5 now everything works.

  Advanced System Care 6 upgrades done a registry clean with no problems this time.

  It seems therefore that the registry clean was the problem.

  It does not look like it cleaned everything more then old software keys and the extensions that I use more.
