The following has worked for me. Went to programs and features in Control Panel. Chosen Microsoft .NET Framework 4 Client Profile and click Uninstall/change. Has raced through the option "repair". The update could then be applied successfully.

My windows update service keeps telling me to update the same update daily - KB 2446708 "Security Update for Microsoft .NET Framework 4 on Windows XP, Windows Server 2003, Windows Vista, Windows 7, Windows Server 2008 x 86 (KB2446708).
