  I have about the same problem. I use a German version of the Windows 8.1, but for my work, I use keyboards English and Russian, switching between them with standard shortcut keys.

  So. Whenever I restart the computer the German language automatically appears in the keyboard in the notofocation panel selector, while I switch between the three languages. However, it does not appear in the list of languages in the advanced language settings.   It is an application ink for taking notes of ink and writing to text conversion.
