  I also have this problem, iPod touch 5th generation iOS 9.2, but I'm under 10 64 bit Windows, I tried to uninstall and install itunes remove all plugins and services and there are no other programs interfering with itunes so don't know what to do, also tried to reset the ipod to factory settings as well.
