  You can get this error if Windows Error Reporting Service does not start, try to restart the service on the computer and check if the problem persists or not, follow the steps below to start the service:

  1. click on start.

  2 type Services in the start search.

  3. look for Windows Error Reporting Service in the list.

  4. right click on the Service.

  5. click on properties.

  6. set the Startup Type to automatic.

  7 set the starting state.

  8. click on apply.

  9. click on OK.

  Now restart the computer for the changes to the effect.

  My mother had a new laptop from Windows 8 for Christmas. Woohoo! She already has a Windows Phone, so she has a Microsoft account.

  When she first signed in her computer, she didn't use his account of Microsoft, so she used a different email address.   Come back in my laptop after talking to 4 technicians of Microsoft, seems that if you hold down the SHIFT key and press on restart you start a totally different group of options.
