Perpetual restart XP on Satellite 2415

I downloaded a lot of updates from Microsoft, and when I tried to reboot following the instructions, the computer shows the XP Home Edition Page, went foggy for awhile then blackened. (the power light is out)
He then tried to restart with the same result and is the same thing over and over again, even when the laptop was closed, until I have it turned off manually.
I tried to put it in a XP boot CD, but he can't see it, or in any case does not meet it.
I can't get into the BIOS to check or change this. I tried pressing ESC and F1, F2, F8 and F12, but the best I can get is the screen offering for a startup in safe mode or to the prompt etc.
No matter which option to choose, it always goes back to the perpetual reboot! I found a set of instructions to correct the problem, but fell in the first stage, because the computer does not see the XP CD.

Can anyone help?

The whole story is very strange for me just one thing: you can not enter the BIOS settings.
As much as I know for this model of laptop that you must use the ESC key for the BIOS settings. Whan you start your laptop you can see Toshiba welcome screen?

    You will find that you will be unable to boot your laptop using a USB attached CD. I have yet to find a usb device which will start successfully.

    I suggest you to check the recovery disc in another computer first to check if the problem is with the CD itself or your existing internal CD.

    Hmm it s a little strange for me.
    But I guess there is a starting tool always when the computer starts.

    Go to RUN and access the command msconfig.
    There, you can check what applications start at the beginning.

    Then deselect (deactivate) the process that could cause this message and reboot the laptop.

    -try to boot in the saving Mode option;
    -in the Mode of economy option delete content
    of the following cards: Temp, the browser Cache, history,.
    Web pages offline, temporary Internet files, recent;
    -move your temporary Autoexec.bat file somewhere else as another card;
    -use the disk cleanup tool.
    -Reboot your system;

    I think that your problem is related to overheating rather than a defective display driver. The idea here is that it takes several attempts to reboot, giving the unit time to cool.
    I suggest that you try to remove all dust and debris from your radiator and see if it improves the stability of your units.

    Hey guys, I have a very big problem with Windows 7 on my computer. I tried so hard to have Windows 7 installed on my computer, and literally nothing I do works. I'll also post plug at the bottom of this post for reference. This can be a little long, so please try to stick with me. This is a race to the bottom of the problems I encounter.

    I can install Windows 7 very well on my computer. I follow the methods that the manual of my motherboard has perfectly and I can get the OS installed and the user is set up, then it takes me to the desktop computer, but right after that, the computer goes through the shutdown process as soon as I click on what it is. I can not click File Explorer, internet Explorer, insert my drivers disk, or do anything at all without the computer go to auto restart. Then when it restarts, the computer completely to the Asus POST screen freezes and I can't do anything. I can't even start the BIOS menu. The only thing I've found that gets the computer not frozen, is:

    -cut the power to the computer

    -disconnect the hard drive

    -re - turn on the computer

    -Turn off the computer and turn off the power

    -reconnect the hard drive

    Then only will start the computer again as usual. But as soon as the computer starts Windows 7 and takes me on the desk, the whole process starts all over and I'm caught in this issue of perpetual restart. I have all the drivers installed at all because I can't even get there. Is there anything to solve this problem? I am very frustrated with this issue and all what I am looking for doesn't help at all. Will you please share your knowledge if you have something that will solve this problem, because it might help someone else too.

    Final note: I'm trying to dual boot Windows 7 and Windows 10. Windows 10 works well on my computer, but I have problems with some games on that nobody seems to be able to explain or have a solution for. Research is getting me nowhere as well on this issue. I'm not too worried about this issue right now, but can ask for help on this subject later. As for right now, I just need help for this problem in Windows 7. Any help is appreciated
