Satellite T130 - restart button stops, instead of reboots

When I click on "Restart" in the menu start, my laptop (T130-H) stops as usual. However, stop and don't try to reboot at all. Its almost as if the restart button was actually the same as the stop button.

Anyone know what could be causing this? Is there a setting that can be changed somehow?

    As far as I know this little switch cover is fixed by 6 latches and connected with small flat cable to the motherboard. It just seems but if you don't know how to remove it you can damage these small latches and later you won't be able to fix the new.

    Anyway, if you think that this power button / troubled maybe just make the switch cover replacement may solve the problem.
    What say about it? Try to get the spare part and ask if anyone can exchange it for you.
