  Your PC may be infected with the new variant of Sirefef AKA Zero access is.  One of the problems is that the downloads are identified (wrongly) as a virus... and it will be often disable and prevent installation of various anti-malware programs.

  Method 1

  Determine if the Windows Installer engine works

  (a) clickStart type cmd in the Search box and press ENTER to open a command prompt window.

  (b) at the command prompt, type MSIExec , and then press ENTER.

  (c) if the MSI engine work, there must be no error message. If you receive an error message, note the error. If you are proficient in the use of search engines, you can use the error message to help locate additional content to solve the problem.

  (d) try to install again.

  Method 2

  Make sure that the Windows Installer service is not set to disabled

  1. clickStart , type services.msc in the Search box and press ENTER to open Services.

  2. right click on the Windows Installer service, and then click Properties.

  3. If the box Startup type is set to Disabled, change it to Manual.

  4. click OK to close the Properties window.

  5. right click on the Windows Installer service and then click Start. The service should start without errors.

  6. try to install again.

• Vista Home Prem64 runs just older games (compatible XP) fine and suddenly will not work the games and id is 'a problem' without code or soln.

  I have a newish Vista Home Premium 64 NB and HAD no problem playing games, I played on my DT Pro XP until a few weeks ago. Now, when I go to open games, windows tells me that "there is a problem and needs to close the game" and "If a solution can be" it will inform me! It looks like my Direct X? changed to 32 bits, for some reason any-is it a problem? The Direct X is 64-bit?   If you have Avast! Anti-virus, open the "on-access protection control" when you right-click on the icon, then turn to the "resident Protection" to "normal" instead of "high"!

  Have you made changes on the computer before this problem?

  Not a valid win32 application"error when running an executable file suggests that the file is corrupted. It may have been partially downloaded for which the error is coming.
  I suggest to download the Service Pack 3 Setup program by using a different browser than the one you are using or in another computer that has the problem and try to install again by using the recently downloaded file.
