Stopped Services in Msconfig - means that a virus is on my system?
In the starting area, went into msconfig, who took me to the Configuration of the system, where I clicked on Services. During the opening, there was a long list of entries, which most had a 'Running' status, but 76 listings had a marked status "Stopped".
I have an infection in my computer or is it normal for these marked to be shown as "Stopped" if it is not wrong, so what steps should I take to fix this problem?

When any antivirus program scans and removes a virus to do a reboot to completely remove it from some parts of this virus are active. Given that the virus removal tool didn't you it restart as part of its service, it can remove only inactive parts of the virus. If you run the scan in safe mode it may have deleted all the virus. Just like removing a program, uninstaller was tell you to stop and exit the program until he could remove it. When malwarebytes running, there's a step before restarting it completely removes viruses and malicious software.
Online virus removal tool is there so you can take control of the system and perform a local scan with your antivirus software.

We had a power failure, then had to reload everything when the power came back.
I have restarted the Spam Blocker when all servers have grown and ready, as it is by using Active Directory.
System seems to work fine, except for the fact that when I do a status in the CLI, I get the following:

I have a boot sector virus (Troj/MBroot-H) that I can not remove from my computer without losing access to my HARD drive due to a custom boot partition. I can't afford to repair or replace the computer I have at the moment, so I try to disable things as much as possible to neutralize this virus. I have already downloaded Malwarebytes and analysis had revealed 18 registry viruses and files that have already been removed from the system. The HelpAssistant account and its files have been deleted from the system.
The only thing left to change is the firewall of Windows XP. I currently have to restore Windows Firewall to its settings by default whenever I restart my computer because the virus has configured the system to add more 'services' and 'management' objects in the list of Exceptions whenever the system is restarted. If I don't do that an outside source will invade the system via remote desktop and add the HelpAssistant account and the file. I need to know how to replace system orders that creates these objects for additional exceptions during the restart. I want to restore full contol on the firewall of Windows XP by allowing not exceptions except those I choose. Is there a Window XP Firewall registry key or file that can be removed, replaced or changed to keep these elements to be added to the list of exceptions?

The computer is still severely infected and you will not be able to "establish complete control over the firewall of Windows XP". Backup your data and do a clean install of Windows. I understand that you do not want to hear this, but it is, IMO, the answer. Please specify your first sentence if you need assistance.
