  I suggest you to place the computer in a clean boot state and check if the problem is resolved:

  1. sign the computer by using an account with administrator rights.

  2. click on Start, type msconfig.exe in the Start Search box and press ENTER to start The System Configuration utility. If you are prompted for an administrator password or for confirmation, type your password, or click continue.

  3. on the general tab, click Selective startup, and then click on to clear the load startup items check box. (The check box use the file Boot is not available.)

  4. on the Services tab, click to select the hide all Microsoft services check box, and then all disable.

  5. click OKand then click restart.

  6. check if you still have the problem.

  Microsoft sells more Windows 7 and you would have to buy from Amazon, etc.

  If you have the following AV, antivirus, programs installed, close your Windows Defender. Purpose of these AVs have their own advocates. 2 defenders on the same machine will create conflicts.
  Bottom line: it's ok. It's normal.

  Consolidator M² is part of the Customer Experience Improvement Program and can be disabled via scheduled tasks.
  1. click on 'start '.
  2. Type "Task Scheduler."
  3 expand the nodes on the left side for "Task Scheduler Library.
  4. click on 'Microsoft '.
  5. click on "Windows".
  6 inside of Windows, you will find the "Customer Experience Improvement Program" folder now, you have the choice of turning off all tasks in this folder, also you might delete tasks or the entire folder.

  Once you have made your choice of actions close task scheduler and check the normal operation of Windows Mail.   If you are using a router/cable modem, then you don't need to dial the modem conexant. If you are asked for the driver, then you can either install the driver or, if you want to get rid of the quite conextant modem you can remove the material completely, assuming you know how to do this. Of course, you will have to open your case and remove the conextant modem. For this I guess you have a desktop PC. A laptop would be more difficult to remove the conexant modem, unless the modem is a stand alone.

  You give no details as to your problem of not being able to install Windows 7. More information will be required before anyone can really help you with this problem. An idea of what is happenning when you try to install windows 7 and error messages would be useful; What version of Windows 7 and whether retail or OEM. By the way if you try to install an OEM copy from another PC on your computer then you will obviously have problems like the copy so attached to the first PC OEM installed on the byt the PC manufacturer.
