I recommend that you work with Oracle to see if they are aware of any problems with El Capitan, Java is their product and they would know better. But I was able to find this, it might help you:

KB2249857 Windows Update does not install with error code 800706BE
Hello
On October 28, Windows Update has identified 3 updates to be installed (KB2388210, Ko 2284742 & 2249857 KB) which caused my PC hang on reboot (stuck to the ' install updates...) 1 screen 3).
Since then, I managed to install 2 of the 3 (KN2388210 & KB2284742) successfully by individually selecting in Windows Update but the KB2249857 update will not install and now whenever the PC stops it hangs while trying to install this update and needs a "hard reset" (that is, hold the power button) to recover up to.
I've seen a few posts on problems with this update, but no definitive answer or resolutions. Any ideas?
Thank you!

Microsoft Office Publisher KB980470 update does not install!
KB980470 update does not install!
Tried several times for 2 or 3 days...
o here are the steps I took... which I think should work:
(1) go to the Microsoft Download Center:http://www.microsoft.com/downloads/en/default.aspx
(2) look for each update code that begins with the letters "KB" and followed by a set of numbers (i.e. KB974234)
3) click on the link for the download and then click on download and run. I think you have to accept an agreement, then click on continue or OK
4) repeat for all downloads that you can not install
(5) run Microsoft Update new and click search the updates and if updates have been installed successfully, they should no longer appear in the updates that must be installed.I don't know if it is not relevant or if it helped me succeed to install updates manually, but before I manually installed my updates I followed the instructions David_O posted under this threadhttp://social.answers.microsoft.com/Forums/en-US/vistawu/thread/f3390e74-9961-4aae-8a05-554c1a9cf1a2?prof=required&lc=1033 . I suggest that first of all try to download manually by following my directions. If it does not, then it's a possibility instructions of David resolved an issue that allowed me to download them manually disable Microsoft downloads site.
I can't believe all the research and the suggestions of the technicians did not work... sometimes your own research is the best!
I hope this helps! Good luck!

Finally, I worked it out myself. But it's painful to watch than virtually any other that Uday has responded to my problem. Something I've been waiting for so eagerly.
I applied my common sense and defragmented the dirives then sfc/scannow, and it worked. Cryptographic Services said when I began to log in as network account. So my problem is solved. Now, windows update works fine.
Interestingly, Microsoft Fix it, says it cannot start the Cryptographic Services. Are God, while the _____ you supposed to difficulty? It made Internet Explorer icon on my desktop and other places.

KB2686509 security update will not install 0xf0f4 error code
After downloading Microsoft security update for Windows XP (KB2686509) update will not install - what should I do?
I struggled with this for days. Here's what was going on and what I did that worked.
faultykeyboard.log listed 24 entries of the form kb*.kbd
I searched and no such files exist on my computer.
By running regedit and looking, I found 24 subkeys appearance abnormal corresponding to the list in:
HKEY_LOCAL_MACHINE/SYSTEM/CurrentControlSet/Control/Keyboard Layouts
After carefully reviewing the risk of damage, I discovered that the operating system automatically restore this section of the registry in the event of a boot failure.
I deleted then boldly all subkeys of the *.kbd type in the registry. I deleted faultykeyboard.log. I rebooted then ran the KB2686509 update and installed and restarted the computer.
The problem disappeared. Everything works.
