    Windows 7 32-bit is hardcoded only address 4 GB of TOTAL memory. If you have 4 GB of RAM and 1 GB of video RAM, your video card gets 1 GB which means now Windows has only 3 GB of memory left to address (even if you have 4 GB of free RAM).
