This sentence is a virtual contradiction.  You seem to misunderstand the meaning of "The system idle process."  Idle = not active or in use.

If the System Idle process is at 99%, so there is a demand of 1% on the CPU.

In fact, no..  :-)
I saw the performance of the Task Manager tab shows 100% CPU activity. And everything grinds to stop. Then I go to the processes tab and no process is proved be using these cycles. And Yes, SystemIdleProcess is wrong showing that 99%.
It is almost always the result of the presence of malware (which is intended to be as invisible as possible). Of course, it could also be the result of an update failed due the presence of greedy of security software, as you reminded me in your message. :-)

    I recently installed windows xp SP3 on my PC. Once all installed began to go very very slow.     After confirming that it s probably related to drivers, I found a driver CD for my motherboard (I built the computer at home with parts) and learned how to use "mouse keys" and managed to install a few drivers - after restarting the pc, (after some time) everything went very well-> the PC works great now.

    The greatest difficulty before was that I was luckily able to use the "mouse keys" and he kept breaking the feet,, I thought that it s associated with the mouse, but it was just my incompetence :D (I forgot to keep alt + shift)
