  KB980302 update allows Windows to use the aero desktop features. I did a restore system before this update has been installed and rebooted the machine. The desktop return as it should. Then windows update downloads the file again as an important update and installs when the machine stops. I noticed today if only it downloads an optional update. Can anyone offer any suggestions? Is there a bug in this update?

  Update your hardware drivers from the manufacturers Web site.  In particular, make sure that your video card driver is updated.   Also, you may want to clean boot of your PC and then install the update and test while in the clean boot state.

  Method 2.
  It is possible that this program is the cause of the conflict and does not block only not this part of the aero feature. Maybe also, this program is not compatible with Windows 7, or it the aero features. Check the properties of this program and find if there is an option to disable the functions of theme.
  Here's how:
  a. navigate to the folder program files in the system drive and the search for this program and right click on the .exe program file, and then click Properties.
  b. check if there is no option to disable the theme and its effects.
