  It depends really on what version of the operating system you are running, because this kind of thing is normally controlled by using the Group Policy Editor. This tool is not a part of a home edition, you need the Pro version or later version for that.

  I have two PC's that have essentially the same Intel motherboard, but with different form factors. The smallest has a less powerful CPU and a slower hard drive.
