  Thanks for posting with us.  Here's the first thing I would say.

  Disconnect all external devices (printers, USB hubs, USB keys, etc.) and then start.

  If this solves the problem, then add back devices at a time until you discover the piece of hardware causing the issue.  Then get any drivers\software update for the device.

• Windows security - these files can be harmful

  Recently, this annoying pop up has been appearing everytime I try to open some shortcuts or move a file/shortcut to another folder. It has never happened before and has only recently begun. I'm not on a home network or something similar, I have reset the settings of internet explore (even though I never touched it).
