Hello

(1) do you have made no changes before this problem?

(2) what is the exact error message / full while trying to delete the file?

Follow the steps mentioned below, then try to remove the Briefcase icon and check if the problem persists.
Method 1:
Step 1: Safe Mode
I suggest to start the computer in safe mode, then try to remove the Briefcase icon and check if it helps.
If the problem persists, I suggest you follow step 2 and check.

Step 2: Clean Boot Mode
I suggest to maintain the computer in clean boot mode and check if the problem still persists. A clean boot to check if startup item or services to third-party application is causing this issue.
You can read the following article to configure the computer to boot:
http://support.Microsoft.com/kb/929135
Note: After the troubleshooting steps, please refer to clean the start link to configure the computer to normal startup mode.

Method 2: Conduct the audit and analysis system complete if it helps.

Microsoft safety scanner

http://www.Microsoft.com/security/scanner/en-us/default.aspx

Note: The Microsoft Safety Scanner ends 10 days after being downloaded. To restart a scan with the latest definitions of anti-malware, download and run the Microsoft Safety Scanner again. The Microsoft Safety Scanner is not a replacement for the use of antivirus software that offers continuous protection. For a real-time protection that helps you keep your home or small office PC against viruses, spyware and other malicious software, download Microsoft Security Essentials.

Note: The data files that are infected must be cleaned only by removing the file completely, which means that there is a risk of data loss.

Method 3: In addition, follow the steps in the article mentioned below and check if the problem persists.
Troubleshoot "access denied" when opening files or folders http://Windows.Microsoft.com/en-us/Windows-Vista/troubleshoot-access-denied-when-opening-files-or-folders

Hope this information helps.
