  Please note that this is no longer a problem, and I posted this title courtesy of Microsoft and others who have this problem.  To answer your question, I does no change after installation, and if there is no change, they made a series of Windows updates. This error was caused by a failed Windows Update (optional) listed without a KB number. I noticed the error in the event viewer.

  I should have mentioned that my desktop is Windows 7 Pro, installation of SP1 fresh in early June 2016.  I also had the same problem with a previous reinstall early April 2016.
