Cannot run 'system information '.

For some time now, I used "System information" to view the details of my office (ongoing running XP Pro SP #3 and all updates).  For more convenience, I placed a shortcut on my desktop.  Recently it has stopped working and I get a message: "Windows cannot open help and Support because a system service is not ongoing.  «To resolve this problem, start the service named «help and Support»»

When I click Start and then click Help and Support, I get an error message: "windows cannot find helpctr.exe.

What I'm missing here?

Do you mean you see a message like this:

Windows cannot open "helpctr.exe".  Make sure you typed the name correctly and then try again.  To search for a file, click the Start button, and then click search.

Or something like this:

Windows cannot open help and Support because a system service is not ongoing enforcement.
To resolve this problem, start the service named 'help and Support '.

Help and Support sometimes gets broken up with overzealous cleaning and there are a lot of things to 'try' who sometimes work and sometimes they are not. Sometimes people drop everything simply and never reuse Help and Support Center, but it can still be repaired.

Press Ctrl + A to select all the text, then press Ctrl-C to copy the text to the Windows Clipboard.

Click Start, run, and then in the box, type:

notebook

Click OK to open a new Notepad file.

Press Ctrl + V to paste the information that you copied into the Windows Clipboard in the Notepad file.  Save the new file in Notepad on your desktop and name the new file something he can hold, as:

startmenuhelp.reg

Quit Notepad and double click the file startmenuhelp.reg on your desktop and respond in the affirmative to the question about adding information to your registry.

Test your help and your support now, then restart and test again to make sure that the changes 'stick' with a reboot.

You can delete the file startmenuhelp.reg to your desktop.

If that does not do it, we just reinstalled the whole shebang (just the help) and Support.

    This problem can occur because of damaged or missing Windows files, or as a result of a software conflict or drivers.

    I suggest to do a restore of the system in safe mode and check if it helps.

    Recently, I tried (and continued to try) to run chkdsk on a hard drive, to get the message "access denied because you don't have enough privileges." You have to invoke this utility running in elevated mode. "However, the command line is in high mode.

    However, chkdsk runs on boot, OS, windows, master drive in the usual elevated command prompt. Run the command chkdsk command with its parameters from the command prompt was not a solution.

    You must start from the first disc. Put in the drive and restart the machine. You may need to press ESC and select boot from CD/DVD drive.

    I think that Satellite L510 is not the European series so I m not quite sure of the HDD recovery procedure.
    But for EU Toshiba HARD drive recovery worked as follows:
    -power up the unit
    -Press F8
    -Choose fix my computer
    -Choose Toshiba Recovery
    -Follow the instructions on the screen.

    In any case, I think this happens when the motherboard was exchanged and the service center I forgot to update the DMI information on motherboard. If the computer model isn't recognized properly.

    Just to add, for someone else, I use the 32-bit and changed Java SDK my way to the bin folder where the SDK was installed.

    It would be a good idea to test your bootable CD on a computer running.

    You may need to adjust the computer BIOS settings to use the CD-ROM drive as the first device to boot instead of the hard drive.  These adjustments are made before Windows tries to load.  If you miss it, you will need to restart the system again.

    When you start on the CD, follow the instructions:

    Press any key to boot from CD...

    Press 'R' to enter the Recovery Console.

    Select the installation that you want to access (usually 1: C:\WINDOWS)

    You may be asked to enter the password (usually empty).

    Start by checking the integrity of your file system by using the chkdsk command.

    In the command prompt window, run the chkdsk command on the drive where Windows is installed to try to fix any problems on the afflicted player.

    Running chkdsk is fine, even if he finds no problem.  It won't hurt anything to run it.

    Assuming your boot drive is C, run the following command:

    CHKDSK C: /r

    You have not to set the BIOS to boot the disk HARD since the CD won't be.
