I tried both of your suggestions, but unfortunately none of them allowed me to remove the stubborn system folder.  I had to start the computer in Mode safe, gives me full control over the folder to the trash (even though I am the administrator) and then finally was able to remove it.   I have a damaged serial port. It is disconnected/drawn / deleted my BIOS. When you restore from cd win98, starts in safe mode. serial port causes this.
