My CD drive does not work and the following message:
Windows cannot start this hardware device because its information of configuration (in the registry) is incomplete or damaged. (Code 19)
I tried the standard troubleshooting and also tried to uninstall and reboot, but the problem remains.
Any advice?

To be honest I have never seen that the webcam may have a negative influence on the internal CD/DVD drive.
I see really no connection between the webcam and ODD... very strange
Do you get any error messages?Anyway, in my opinion, you should try these solution ideas;
(1) remove the drive from the Device Manager CD/DVD and restart the laptop. After restarting again the operating system should recognize the STRANGE and should re-install the drivers.
2) access the registry and delete the Upperfilters and Lowerfilters completely from the following registry key values:
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Contro l\Class\ {4D36E965-E325-11CE-BFC1-08002BE10318}
.. then restart the laptop.(3) download and install the tool freeware "CCleaner". This tool repairs registry and solves several problems in System.
If this does not work, then the new installation of the OS would be wise to check if the problem could be related to a software problem.

Well, today I bought a new wireless router, and I had run the installation wizard. I opened the CD-ROM drive, insert the disc, and then closed and waited. After a few minutes, nothing. I opened and closed several times and still nothing. I put another disc and it does not read or the other.

The drive does not has nothing to do with the router. You are able to read one of your usual cd? Have you tried a cd lens cleaner? If it will read something other than the disk, there is a lack of drive (in this case, sigh...) or other Setup has detected and blocked the autorun and the setup.exe for some reason any. This you can check click with the right button on the device and choosing 'Explorer' and not 'open '. If it shows you the files on the disk, right-click on the setup.exe file, click Properties, and make sure that you have permissions to run the program under the Security tab. In addition, the first of the properties tabs will specify if windows has blocked the executable to start and will give you the possibility to activate or enable it via the checkbox. I have a problem with the PA3352E - 2 CD 2 CD-RW/DVD COMBO USB 2.0. A colleague is owner of this car and use it on a NB DellC610 with Windows XP on it. The problem is that the drive does not work with this type of nb (with a NB from Fujitsu-Siemens newest there no problems); There is always an error message about "surge." I think it has to do with the USB 1.1 because the player seems to be built for USB2.0. Is it possible to use this drive correctly with usb1.1 (ok, the flow is low, but more important is it works in general)? Unfortunately his nb will not work with USB 2.0...

AFAIK this external must have a power adapter. You use it too? I'm not 100% sure, but there are difference how much power Gets the USB slot. Toshiba notebooks is around 500 my and some producers another laptops send between 300 and 500 my. The external device requires approximately 700 my.

Aspire 5552 laptop cant restore as CD-Rom drive does not now
I've updated to Windows 10. I have discovered from Acer that my laptop is not compatible. Oops. I want summer to completely clean my laptop back to its factory condition that I had a few glitches and blue screens. I have the backup disks that I created when I got the laptop, but now my dvd drive does not at all. If not, how can I do this? Any help is appreciated.
OK so I thought I would add this in that I just talked to someone from Acer support. They suggested that the first thing you can do is to roll back to Windows 7 by following the steps on this page...

Then, you use an external optical driver, use the recovery CD to take back to factory settings. I check on amazon and an optical drive is only £10-20 so might be useful to take just one punt on this.
