  Start on Safe Mode desktop.

  Remove the update that caused the broadcast of programs and features in Control Panel by clicking View installed updates.

  If you are not able to remove the update, use the utility window cleaning to remove the update. See the link below:

  If the steps above did not fix the problem, try to restore the system to a previous point before windows update when it worked fine.

  To restore the operating system to an earlier point in time, follow these steps:

  Click Start, type system restore in the search box, and then click System Restore in the list programs. If you are prompted for an administrator password or a confirmation, type your password or click on continue.

  In the System Restore dialog box, click on choose another restore point and then click Next.

  In the list of restore points, click a restore point created before you started having the problem, and then click Next.

  Did you try to start your computer in Mode without fail (repeatedly, key to tap the F8 as your computer starts) and then try to re-assignment of drive letters?
  I think that some programs on your machine may be playing with your drive letters.  Boot safe mode will allow Windows to operate with a minimum of processes that are running and you should be able to change drive letters in these conditions.

  and if it is defective or failed in some way, then this may be a sign that your whole system could be damaged or unstable.

  what you can try is execution of the system via safe mode restore.

  If this does not work yet, so the next step is to move your personal files, documents, photos and send boxes out of the system because the following methods that will help restore your system can put your personal files safe.
