Desktop icons Windows Vista setting the terms

Hello

This is a silly question tiny but it's bugging me. I like to keep the shortcut icons on my desktop to allow a quick selection or programs. Recently, I noticed that after a reboot, the icons available is blurred.
I want to do is organize the icons in one, for me, in a logical way and fix then this arrangement as well as reboot icons are arranged in the same way. I searched everywhere but may not know how to do this. I know that this must be possible because this interference is just a recent phenomenon and I know I must have done something to bring.

    Another possibility is that the cables are loose. Remove ALL power, then make sure that the cables in both
    ends. Remove and replace, do not just tight. For laptops, you can often clean power and

    If install a cleaning is required with a good DVD of Vista (not HP, Dell recovery disks):

    Go to your Bios/Setup, or the Boot Menu at startup and change the Boot order to make the DVD/CD drive 1st in the boot order, then reboot with the disk in the drive.

    Windows stacks icons in columns on the left side of the office. But you're not stuck with that arrangement. You can move an icon by dragging it to a new location on the desktop.

    To unlock the icons so that you can move them again:

    a. right click on an area empty office.

    b. click viewand then click auto arrange , clear the check box next to it.

If I shine a torch on the screen, I see about the display is always. If I select change user from the menu start or stop / restart the machine, the backlight turns on and will last for another 10 to 15 minutes. I tried in safe mode and the same thing happens.     It could be the inverter Board or the backlight itself on the way to the outside. Whatever it is, it is definitely a hardware problem and it will take a good repairman to fix. You can contact Dell and see what they would charge to fix this, just to see if it would be more cost-effective to buy a new laptop or have it repaired.
