  Take your monitor to another computer and borrow the monitor from that computer to put on your.  That should quickly indicate if the monitor is bad or if there is a computer problem.  If you have two monitors are trying to exchange the first to the second and vice versa.

  Try to move your master catalog files, see if PE7 opens. Go to C:\Documents and Settings\All Users\Application Data\Adobe\Photoshop Elements\Catalogs\My catalog and drag catalo.pse7dB and thumb.5.cache on your desktop. then try to open.

  Looks like you want to control the programs that run at startup, right? It is always a good thing to do. You can run MSCONFIG (type in the search window on the start menu).  See the "Startup" tab  So, you can use other applications to display the same information.
