Have you run any registry cleaner? Files in the temp folder are always safe to delete and also free space HDD :)

Try updating Java to http://www.java.com/en/index.jsp on your system.

    This problem may occur if you try to use help in a program that uses a component to help older, WinHlp32.exe to display Help content. Because Windows Vista and later versions of Windows include no WinHlp32.exe, you must install this component to open the .hlp files that were created in the older help content.

    I suggest you to refer to the help article and check if it helps.

    help and support center inside the control panel does not work,

    I understand this Help Center and support inside the Control Panel does not work.

    It may be that the service has been disabled.

    Follow these steps:

    1. click on the Start button

    2. click on run, type Services.msc

    3. Locate and double click on help and Support

    4. set the startup type to Automatic

    5. Start the Service

    Restart the computer and check the result.

    You have the box show updates checked (at the top of the Add/Remove window)?

    How long and how did you remove the updates from the list?  If only recently you can use system restore to roll back the machine just before you deleted the items.

    Why should you list?  Updates can be uninstalled manually with the Spuninst.exe utility, look in the update to spuninst folder, example:

    C:\WINDOWS\$NtUninstallKB973687$\Spuninst

    Thank you for updating us the status of the case.
    I would suggest trying the following steps and check if it helps.
    a. Click Start, type "Local Group Policy" (without the quotes) and press ENTER.
    (b) in the left pane, click a expand Configuration user, models of administration, Start Menu and taskbar.
    (c) in the right pane, right-click right on remove Action Center icon and click on modify.
    d. Select the option Enable and check if that helps.

    Do you mean you see a message like this:

    Windows cannot find 'helpctr.exe.  Make sure you typed the name correctly and then try again.  To search for a file, click the Start button, and then click search.

    The Center help and Support sometimes get broken with overzealous cleaning and there are a lot of things to 'try' who sometimes work and sometimes they are not. Sometimes people drop everything simply and never reuse Help and Support Center, but it can still be repaired.

    Press Ctrl + A to select all the text, then press Ctrl-C to copy the text to the Windows Clipboard.

    Press Ctrl + V to paste the information that you copied into the Windows Clipboard in the Notepad file.  Save the new file in Notepad on your desktop and name the new file something he can hold, as:

    Quit Notepad and double click the file startmenuhelp.reg on your desktop and respond in the affirmative to the question about adding information to your registry.

    Follow the suggestions below for a possible solution:

    Method 1:

    Step 1: Start in safe mode and check if the problem persists.
