  Here are the complete instructions

  8. A list of installed programs will appear. On the left, click the program that you have problems to uninstall (Adobe Reader)
  9. Click Uninstall , located along the top of the program window
  10. In the window that appears, select Advanced Options
  11. Click Next
  12. In most cases, the uninstall program for the given program will open and run.  Please complete this first before you proceed if this is the case.
  13. The program will now scan for information remains; once finished, click Next

  It seems that after reinstalling, Premiere Pro no has not been updated to the latest version. Check your application creative cloud for updates. If she says Premiere Pro is up to date, try to update Premiere Pro through help > updates... option in Premiere Pro.

  It's a design to prevent unauthorized users to perform certain tasks.
  Installation and uninstallation are some of these tasks that require administrator rights.

  If you are not an administrator, or you do not have an administrator password, you can not install or uninstall.
  Not another way around it.
