Proxy Server is not responding

First, note that I'm not the best to find answers to my questions.  I've read some things about the message in Internet Explorer, while on the internet on the Server Proxy does not, but I am a little leary to do what he says.  There are two users on our computer.  My connection is fine.  I can access anything that it is online.  When my husband tries to access the websites except his email, it gets the error message.  I also ran a diagnostic program that says "the remote device or resource won't accept the connection."  I don't know what to do with it.  Can someone help me in layman's terms how to solve the problem so that it can access the internet like it used to?  Thanks a lot for a solution.

    My problem was caused by using McAfee. The only way I can connect to the internet is if I start my computer in "safe mode". I've since removed McAfee from my computer, but I can't always connect to internet in normal startup mode. When I run a diagnosis, I get the message: "DNS server is not responding" & "cannot view XML input using XSL style sheet. Please correct the error and then click the Refresh button. »

    On the recommendation of MS tech support, I already tried

    1. perform a clean boot

    2. reset internet Explorer

I did some research autour and many people are having the same problem, but nobody responded to the real problem. According to Microsoft, I install SP1a to install any other. The error is as follows: the server did not respond. If the server has been taken down or refuses connections. My internet connection remained active all attempts to access the server.
    Unless the information is wrong on the website, installation of SP3 won't fix it. All responses I've seen to this problem have been installing something you can't until you install first.

    You should be able to download the Service Packs as a standalone installer at the following addresses:

    If you can not download to your computer, then use another machine to download the installation file and move it to your computer.

    You don't need to install SP1A.  XP Gold, you must install SP1A or SP2 before installing SP3.  I recommend that you start with SP2 and then SP3.

    Were you recently doing a Clean Install? I ask because you are implying in your installation of Windows XP is in 'gold' or SP0 (i.e., pre - SP1) level. Well sure, automatic updates will not work!
    You can use this path to level – says in passing:
    Gold XP to XP SP2 to XP SP3.
    Note that installing SP1a is TOTALLY USELESS!
    Here are the detailed instructions:

    1. download the installation of SP2, SP3 and IE8 files. I prefer to keep these on a USB key, but this is optional. Here are the links to all the installation of three files:

    6 switch to IE8. Restart TWICE.

    (What happens very often is that someone has their software antivirus running as they try to install SP3, which often translates into chaos! "This is why it must be done after installing SP3 and IE).

    8 make sure that firewall Windows is activated (it should be).

    (Now you can physically reconnect to the Internet.)

    9 visit Windows Update to download and install only the critical security updates.

    10 re - enable automatic updates.

    You do not start with a service pack earlier and go to the top. You only download the latest service pack. The latest service pack for Windows XP Home Edition is Service Pack 3.

    Go to Windows Update and see if you can find it there.

    I uninstalled a program called iLike Sidebar & it seems that the DDE server window does not come up during a re-start and or close. I think it was the cause of it occurring first, because now that I remember I never had it happen before you install the Sidebar iLke. I think it was the cause of the problem, and am keeping an eye on, just in case it happens again. I hope I'm right about my prognosis.

    It is the second system I've seen in the last two weeks with this question, I reloaded the OS on the first.  The system is Windows Vista Ultimate x 64.

    That is the problem.  Open Internet Explorer 9 on a Windows 7 PC, you get the message:

    Internet Explorer cannot display this webpage

    Click on diagnose connection problems, you get the following:

    The DNS server is not responding

    Look at a detailed information your told to contact your network administrator (this is me - no other XP or Windows 7 PC on the network has a connection problem).

    Below that is the message:

    Your computer is trying to use a DNS server that is incorrect or does not exist.

    Note that this is a laptop that has started on another network with the same problem.  I took it to my office to solve problems.  My DNS server is a WIndows SBS 2003 server.

    Below that is a log file of etl you cannot open (Notepad considers undesirable, much of the use that is).

    The steps I did to try to resolve the problem.

    Virus system scan

    There is no hosts file, I've recreated which.

    The static value IP and DNS.

    I can ping the DNS server by its IP address, but not by name.

    I put the DNS address to 208.67.222.222

    Restored network drivers

    Reininstalled all network drivers

    Disable Microsoft Virtual WiFi adapter

    Any suggestions would be helpful.

    I would suggest trying the following methods and check if it helps.

    Method 1:

    Try to reset the DNS cache by using the following steps and check it, if it helps.

    a. Click Start, type cmd.exe in the start search box, right-click on CMD.exe and run as administrator.

    (b) in the command window, type the following and then press ENTER: ipconfig/flushdns

    c. you will see the following confirmation:

    Windows IP configuration

    With success, emptied the Cache of DNS resolution.

    Method 2:

    Try the following steps to release and renew the IP address and check if it helps.

    a. Click Start, type cmd.exe in the start search box, right-click on CMD.exe and run as administrator.

    (b) in the command window, type the following and then press ENTER:
    - enough ipconfig at the command prompt and of the press ENTER
    - ipconfig / renew in the command prompt and press ENTER

    c. check if the problem is resolved.
