    Well well, so far, no response, but I seem to have solved the problem. I tried reverting heatsink composed of all chips connected to the conduct of heat with no improvement. By checking things right after a stop, I noticed that the graphics chip was too hot to the touch even with the new complex. This meant that it was not the heat pipe.

    Ordered a used one from eBay, put it in and now it's stay nice and cool, not more than 60 C.

Well, since I got my new P750 I am facing a strange problem: while the CPU load remains very low, fan works suddenly 71% while the cpu temperature is 44% in health monitor. If I unplug the cable that the fan immediately gets quiet at 0%.

    As you probably know cooling fans are controlled by sensors on the motherboard and laptop users don t have much influence on the activity of the fan.

    In my opinion for your work you need high performance t n so I recommend you to use the power plan balanced all the time. In the balanced power plan change advanced power options > cooling method optimized battery and it should reduce the activity of fan.

    It is the same on my Satellite P500 and the laptop runs pretty quiet. Also, make sure that the laptop is placed on the desktop and noting may block the ventilation openings.

    May I ask which graphics drivers are you using?
    If you n t use the original graphic driver on the site of Toshiba and the laptop can starts overheating. Non - Toshiba GPU led don t support protection against overheating as the drivers of Toshiba!     I really wonder that you define this as a problem. From my point of view the problem is something else. You have a problem when you cannot boot up your laptop. You have a problem if you are unable to use certain features or if you can not open the DVD player. It is a problem.

    Back to your problem: have you tried to change the power settings, to change the method of cooling in the Toshiba power settings? Play a little with it.     After a power failure a night or more recent, our Pavilion Slimline case fan and CPU fan have both run at high speed all the time, starting from the system. The level of noise is intolerable.

    I opened and cleaned all the dust from the inside of the case, including the removal of the heatsink from the CPU. Everything is clean.

    I ran the following HP Vision diagnostic, test the system, including fans. During the test of fan, the fans ran at 100%, then fell to the former level normal, quiet, then ramp back up to 100%. So says HP fans diagnostic tests are OK when there is always a problem. And it is possible for them to run at slow, normal speed.

    I installed the free SpeedFan utility, but there is not place to adjust the fan speed manually.

    How can I find the problem and the fans run at normal speed, as they did before the power failure? Everything that controls the speed of the CPU fan and the fan is broken.

    Strange things happen when power flucuations or failures occur.  Most probably the motherboard has been damaged by the PPE and that is normally not as repairable by a DIY.  If you could find a newer BIOS, that to solve the problem.  Since there can be no more recent BIOS, try to remove the battery from the motherboard for the night and then put the file in and reset the BIOS to see if that helps the default value.  Otherwise, it might be repairable.

    If you overclocked?  If so, cancel that.  If the games you play are poorly written, it is not that you can do about it.  If you have not cleaned the dust and lint from your computer within a certain time, you should do that because it accumulates and causes overheating.  For desktop computers, remove the cover and carefully use compressed gas to blow off the dust, especially around the fins in the processor heat sink and air ducts.  For a laptop, I'll ring gas compressed through the ventilation openings.
