Refresh rate of screen on my Portege M300 stuck on 60 Hz.

I can only put my refresh rate of 60 Hz on my laptop screen.
I look at the screen for a long time less than 75 Hz can give me a headache.

But there was a problem: the only option available is "default material use. Is there a way to get around this? I reinstalled Windows there are hoping to fix freezes - that worked 2 days only, and I'm not quite up-to-date with all the updates/drivers. Maybe that's a problem?
