Safari Version 9.1 (11601.5.17.1) is no longer allow me to access the preferences of Safari

Safari Version 9.1 (11601.5.17.1) allow no more me to access Safari preferences from the Safari application. I use the latest version of El Capitan on a MacBook Air. Less than half of the 259GB SSD is used. Any ideas?

I tried everything but a complete reinstallation of the operating system. Once again, any ideas?
