  First I recommend you remove the modem from Device Manager, and then reinstall the modem driver.
  It is not necessary to assign any COM ports manually. After installation of the modem driver all have to be configured automatically. Do not forget that you are using the modem driver good for the country where you live.

  I agree with Maurice. If the drive can read a recovery media or any other bootable media there must be a hardware problem and I assume that the optical disk drive is defective.

  You replaced the HARD drive by a new one or the BIOS don't recognize the old HDD?

  Usually if the laptop is not able to start and that the BIOS does not see the old HDD then I guess that the HARD drive is faulty.

  I put t know how you have configured the wifi but there were two possibilities;
