Server 2008 r2 Regestry key merge to a wrong setting

I am rebuilding a Server 2008 r2 Enterprise full installation. I have a new and unusual problem merging registry keys from my old server running 2008 r2 Enterprise full installation as well. When I merge the keys he come back successful, but the services aren't there and the keys are not in the folder 'Current Control Set. They are in the control record Set 2? What is happening and how to fix this. I tried to use the sc command line to create the keys with similar results. I am logged in as the system of administration and have the permissions for the registry folder that I want them to go.

    We have a Server 2008 Standard 32-bit and must be upgraded to 64-bit Standard so I can add more memory on the server. We can use the same key with some exceptions or do I have to buy a new license.
    I already did on windows 7 and windows 8 in our office but don't know if we can do it on the server. Any help would be appreciated.

    There is a point of entry in the answer file to enter the product key, but I am not implement OEM Activation and I have only a product key, I can't use (according to the license agreement). Then I left empty.

    Note in Windows 7 discussion because I use the preinstallation kit OEM also applies to it as well.

    I created a model and a Customization Wizard customization file and everything seems to work except the license key. When the VM boots, I find the server are not enabled and the license key box is disabled - I provide the same license key that I put in the Customization Wizard and enroll the server manually without problem.

    Is this correct?  -J' saw a few items that indicate the changes MS made to the activation of the ways windows 2008, you must manually enable each virtual machine that you create from a template.
